In my previous posts, I made one thing clear: labels are just fancy stickers until they’re backed by real governance, automation, and enforcement.

But there is a second half to that story. It’s what happens when those stickers start to peel, fall off, or gum up the gears of your organization.

This isn’t about designing a perfect labelling strategy; it’s about the operational fallout when a strategy looks good in a slide deck but collapses the moment real users interact with it.

When the label no longer matches the file

I see override patterns in almost every environment where labelling hasn’t been tested against real workflows. When a policy is too rigid or a warning is too confusing, users take the path of least resistance.

  • The Reality: One override is an exception. Hundreds of overrides turn your audit trail into a work of fiction.
  • The “99% Problem”: If 99% of your data is labeled “Internal,” you no longer have a classification system. You have a pile of data with a “General” sticker on it.

The real cost isn’t the override, it’s the total loss of security. You end up with “Internal” files that actually contain payroll data, or “Confidential” labels applied only after the file was shared externally. Admins are left doing “digital archaeology,” wasting hours trying to secure information that the system has already lost track of.

When the stickers stop the project

External collaboration exposes every weakness in a labeling model. If a label is misconfigured, it doesn’t just “protect” data; it stalls projects. I see this constantly: a misconfigured label blocks a partner, breaks a Teams channel, or triggers a chain of manual access exceptions that no one documents because everyone is scrambling to keep the project moving.

  • The Pattern: Users hit a wall, so they create “shadow” workarounds, downloading, decrypting, or re-uploading to personal drives, just to meet a deadline.
  • The Result: By the time an admin gets involved, the environment is a messy cocktail of inconsistent permissions and encrypted files no one can open.

The real issue isn’t technical. It’s that the labelling model never reflected how the business actually collaborates. The cleanup is always manual, always urgent, and always avoidable.

DLP conflicts and headaches

When labels and Data Loss Prevention (DLP) aren’t aligned, the system behaves in ways that look random to users.

Example: An “Internal” file is blocked because it contains a Personal Identity number, while a “Highly Confidential” file is allowed out because the DLP rule didn’t trigger.

This erosion of trust is dangerous. Users conclude the system can’t be trusted, and admins spend their days explaining why two files with the same label behave differently. This isn’t randomness, it’s the result of building policies in isolation.

The stickers just don’t stack

Another pattern I see far too often is when labelling is designed in isolation from the teams running Entra Conditional Access, Intune, or Defender. If those groups aren’t talking to each other, the result is predictable: users get blocked, workflows break, and everyone blames the wrong system.

I’ve seen Conditional Access policies that assume a label enforces encryption, while the label assumes Conditional Access will handle access control. I’ve seen Intune app protection policies expecting label behaviors that were never implemented. I’ve seen Defender alerts triggered by files mislabeled months earlier. When these systems aren’t aligned, the user experience becomes a minefield

  • A file opens on one device but not another.
  • A labeled document triggers an unexpected block in a cloud app.
  • A Conditional Access rule denies access because the label didn’t apply the expected protection.

Defender flags something as exfiltration because the label didn’t match the sensitivity of the content

None of this is caused by the user.

It’s caused by teams building controls independently, assuming the others will “just work.”

The cleanup always lands on the admin team, who now has to untangle three different protection stacks that were never designed together.

Auto-sticker mismatch

Auto-labelling is supposed to reduce manual work. In practice, I often see the opposite. Weak Sensitive Info Types (SITs) fire on random numbers, and “Simulation Mode” becomes a permanent state because no one trusts the results.

If you aren’t validating your automation, you don’t have a security tool, you have a very expensive suggestion engine. Admins end up reviewing false positives and manually fixing what the automation got wrong, creating more work instead of less

The Growing Governance Debt

Bad labelling doesn’t just cause incidents. It creates long-term governance debt that grows until it becomes someone’s full-time job. I see the same patterns everywhere:

  • Zombie labels that confuse users.
  • Legacy labels that break new rules.
  • Encrypted files with lost keys.
  • SharePoint sites with inconsistent label histories.
  • Access lists no one can explain.

Each issue is small on its own. Together, they form a backlog that never shrinks. Admins end up doing digital archaeology instead of security work. This is the part organisations never budget for: the ongoing maintenance required to keep labelling functional.

Operational health check

Before moving forward, hold a mirror up to your environment. If you check more than two “Red Flag” boxes, your labelling strategy is likely generating more technical debt than security value.

Why This Matters

Your labeling strategy probably looked fantastic in that 45-minute steering committee slide deck. It’s a shame nobody invited the users, or the people who actually have to manage the fallout.

Bad labeling doesn’t just “weaken security”; it turns your environment into a maze of broken workflows and “random” blocks that even your senior admins can’t explain.

At the end of the day, you can either build a system that protects data, or you can keep paying your highest-paid engineers to manually untangle the mess your “automated” stickers left behind.

Choose wisely.
